Born in the town of La Democracia , Escuintla , Guatemala in 1975.

Practices Corporate, Labor and Fiscal Law, advising Guatemalan and Foreign companies in those fields, specially catering to companies involved in agribusiness activities.

Victor obtained his law degree at Universidad Francisco Marroquín, in Guatemala city, and further he continued his studies with an MBA degree with a concentration area in International Finance, by Kogod School of Business, American University, Washington D.C. Negotiation, Management and Agribusiness course taken at INCAE (Nicaragua and Costa Rica).

He participated in dissertations about the state of Central American integration at the University of Mendoza, Argentina and at the Catholic University of Guayaquil, Ecuador.
